Tutu: Allocation for reparations in budget We welcome the positive note in Minister Manuel's Budget Speech about reparations, especially his stating that it was unfinished business, acknowledging that the country has an obligation to pay reparations to those identified as victims by the TRC. We are gratified that the TRC and Government are on the same side. Obviously, we would have wanted to see a larger allocation but this is a very welcome step in the right direction.
